well have u ever accidently created a hermie? its done thru a series of intentional error 
shock them with light cycles to create a hermie, and wala, feminized seeds

usually pro seedbanks use a chemical called gibberellic acid to force a female plant to produce male flowers then use the pollen from the forced hermie to pollenate another female, seeing as only female genes come from the female parents, you get only female seeds.
that's kinda a confusing way of putting it but that's how it''s done. you can also shock females into hermy-ing with erratic lighting etc, it is kind of a long process.
