If done perfectly you can see a seedling emerge in about 2-3 days. As for water alot is going to depend on the soil and the size of the container and room temps. Generally its a good idea to water daily but do not soak them if they are in small containers. Make sure your pots have drainage as well.

assuming you germinated your seeds before planting, Chosen is right, should only take a couple days. As for the water, a good way to make sure you dont overwater is to check the top inch or two of soil for dryness. if it's dry, give it some water. i find it quite useful to have a moisture meter on hand, cost like $5 at most lawn&garden stores, and even wal-mart.
