germinating

what would be best or give best results:
germinating in a paper towel?
or
germinating in a humidity dome with a heat mat?

and is there a good seed starting medium that doesnt need to be in ph balanced water?

Paper towel works great I have had about 90% success rate or higher

i'm a newb, and i'm currently growing my own very 1st plants that are a week old. I germinated 4 seeds in a moist paper towel, then another moist paper towel wrapped over the first, then i put them in an xbox 360 video game case, and closed it. (cheap air tight solution lol ) but out of the 4 seeds, 3 germinated successfully.
