Well first of all, I have noticed if seedling arent given adequate light, they will stretch and grow very slow. So first-if you want some help- you need to tell us what kind os light setup you have and all the details surrounding the care you have given your plant.

hope I can help

just wait i would only water when dry if the roots dont get air your plant will not grow it will soffacate. get a garden weasel and do that once a day to get air to your roots.

Way too much water. As weedyoo mentioned, wait until the containers get close to dry before watering them. (Normally I would say wait until the soil is completely dry, but since these are very young seedlings you can water when the soil is still 'slightly' moist, again, 'slightly' - be patient with that watering can. Also, plants that young need almost no nutrients, some obviously, but such a small amount it shouldn't even be necessary to add nutes to the soil just yet. If they had grown better, sure, but they haven't. Hopefully they haven't been too damaged by over-watering and/ore over-feeding and they will recover for you.

FYI: If the roots are in water all the time (moist soil = water) they can't get the oxygen they need to survive and will eventually rot. (Among other things.)

I always used a couple of toothpicks - get 4- 6 toothpicks - tape em together and make a few air pockets in the soil - worked pretty good for me.
If the potted soil is in a deeper container (you know, the toothpicks won't penetrate as far down as you'd like) you can use a pencil, or - a bamboo stake or wooden stake instead

I would also say you are overwatering I water my seedlings every other day with very little water, I just mist them occasionally throughout the day
