Right now i have my buds hanging in a cool dark place that is about 60 degrees. I was wondering the ideal conditions for the buds to be in.?

Ideal condition . . . in MY jar!
60's a good temp . . . dark's good. What's the humidity? Basically, high humidity, higher temp, maybe a fan moving the air, but not blowing directly on the pot. Lower humidity allows for lower temp and longer hang.
The main object is to dry the buds as slowly as possible without allowing mold.

haha. I dont know the humidity since i dont have one of those nifty gadgets but how would i make sure the humidity is low enough? And also my fan is not blowing directly on the buds but they still sway a little bit is that bad?

Go to Wal-Mart or Lowes. You can get a digital thermometer which also tells humidity for under 10 dollars. A reasonable price to take care of the buds you spend so much time on, and you can use it in the grow room next grow.

No, plant swaying from fan shouldn't hurt anything. Actually, I believe I read in the general grow/harvest FAQ's that a rather high humidity is desired, something in the 55% range, if memory serves.
I wouldn't use/need a fan going IF it weren't almost 70% humid in my drying cellar. Obviously that's a bit high, so the moving air aids in mold prevention during the process.
