I have talked to the owner of perfect sun led and have watched videos of what his lights produce but maybe someone has some input seeing as it' the dreaded
"Panel LED"

I would go with the QB... With the recommended heights of the perfect Sun there isn't much room for plants..
QBs excel in small cab grows...

claiming to be a "perfect sun" while their spectrum looks nothing like the spectrum of any full sunlight anywhere on this planet ought to tell ya something

I have mine 2" from top of my tent and the plants are 12"-15" below the light...

For a been freshly terminated and popped into soil should it be 18-20"?

The QBs can be run very close to the top of the canopy. I've seen people who run them 8 or 10 inches from the tops with no issues and seen claims made that you can get even closer than that (can't confirm).

For seedlings I dim to 80 watts and use the same distance. 12"-15"

It depends, anywhere from 12"-18" is common. But you can dim it for when your plants are small.

Do you have any tips on how to dim? I know that there is a current and voltage dimmer on the 135w HLG

I have a couple of the 260w kits and all I have to do is insert a small flat head screwdriver and turn, I'm not used to having the option of current or voltage so not sure if there is an advantage to using one or the other.
@robincnn or @Stephenj37826 is there an advantage to dimming current or voltage?

The A version of the driver has a built in dimmer..Remove the plug insert small screwdriver and turn it up or down..
You will need a" killawatt" meter to measure the watts..

The driver on the 135w kit (the one he is considering) has pots for both voltage and current.

Use the IO(current). Dropping the voltage can lead to flashing in some drivers.
