Help me?! Is this light burn?

I planted these about two weeks ago and they are a bit stumped. Please help. Are they light burned or are my nutrients killing the tops or is it something else? Thanks all!

No nutrients when they are seedlings.

Lucky I got this (hopefully) girl haha she survived and is okay but they're just bag seed just growing for fun I'm using a 130watt CFL 6400K and I also have another 130watt 2700k CFL that I may get an adaptor for should I use both at the same time? PLEASE GIVE ME ALL YOUR TIPS AND ADVICE WELCOME
