HELP! Seedling dying

-I have planted some dp blueberry and barneys pinapple express in rockwool cubes.
-They are now under 215w CFL tubes.
-about 5 inches away from the light. **previously, however they were roughly 10" away with propogator lid on**

- One sprouted, but looks as if its dying.
-3 havent sprouted but were planted in the rockwool about the same time (did they even germinate?)

- i planted 3 more PE seeds in the rockwool (the 3 on the right) , this time i germinated them in tissue first...waiting now..

- everything was under a propogator until tonight when i moved them closer to the light.

What am i doing wrong?...why is this seedling dying...and why havent the other 3 sprouted?

it don't like being upside down lol, rockwool cube to wet...damp not wet, did you ph the water you soaked your cubes in ?

yeah i did but i havent been too consistent with ph..
so you think i should use less water?
how many times a day should i water and how much?

i gave it some canna start today by dipping the cube into the solution too

​wet the cubes then shake the water back out, you only water them again when they feel light /getting dry. no food till you got roots out of the cubes and start off on 1/4 strenth, i only dip them half way up the cube it helps them not to turn green
