Help with setup!?!?

So my surge protector just got unplugged and now my lights wont turn on.... I have tried different sockets.. what else can I do? I just got this in the mail today!!

Look for any "resets" in your system whether it's a ground fault socket. on-off on the surge protector, or circuit breaker. If those fail do you have another bulb? Does your ballast have a fuse? Sorry if you've already tried these. Good luck.
