High potassium during veg!

A friend is growing outside and said that he used bloom nutes and i told him that your not supposed to use em till they start to flower. Looks like new shoots came out. Is this bad??

as long as the color is good and the leaves are green and healthy , nothing is going badly.
if the leaves start curling really bad or turning brown on the edges then maybe you have over fertilized.
I think it's really hard to over do p during flower though.
I've never used a high p nute on a vegging plant so ... can't really say
if it's already showing sex it will probably be alright, though if it hasn't shown sex yet, might be overdoing it a little.
