For that size tent a minimum of 2Kw of light is required.

I'm planning to double im looking at 2 lumatek zeus Pro 900 or 2 migro array 12 I'm not seeing any with a bigger footprint for the budget I have. I've got this size tent aswell at the max requirement for a 16 autopot system could I do it with them ?

Just get one get Mars hydro fc-e 6500 or a hlg 650 rspec or a Diablo or even a hlg 600r would cover it each a single light

Over budget but 4 of these would be sweet. They have 40 pounds off each one. If you were in the US you could get 4 refurbished ones for 1600 pounds.

With only 1600 youre probably looking at alibaba or building your own lights. 400 per 4x4 fixture is not easily done with regular suppliers. Ymmv
