humidity problems-need help 70%

i have the biggest fan and filter and they are vented outside..but i still have the humidity at 70%....any suggestions PLEASE!!!!! oh and it's in the basement....through the winter the humidity was around 42%.

I also have to deal with some high humidity at times. The best thing I did was invest in a dehumidifier
