yes it is healthy, what do you mean by cut? if you mean harvest you have a long way to go

It just started budding, if that is bud... Which means your plant is probably within 2 weeks of flowering, so I'd give it another 5-6 weeks and you can cut it.

give more info that bud looks older then 2 weeks. it looks small and hairs are brown already.what kind of light is it under.

i have it six months, but the last two mounths has flowering.... i have it outdoor!

Why does it only have 3 leaves on each set instead of 5?

It's been flowering for 2 months and it has only that much bud? That almost looks like a male, or something is very wrong with this plant.
