Depends how you argue your case and who your lawyer is. There is a fellow that was arrested with around that number of plants, in all stages from cuttings to flowering, he got a fine, i think some community service and a warning not to do it again.
A cutting will be viewed in a 2 ways, they will either look at it as no different than a growing plant, they will claim conspiracy to grow etc, or they may look at you as supplying the cuttings to other growers.
There is also the taffy over the river who has been caught maybe 10 times or somehting with about 200 plants each time. The judge presiding over his cases no longer sends him to jail as he just sees no justification in it any more.
