i live 8 miles from il, I would like to find someone in il, to chat with. About the process , and rules about getting a card
I just received my card a couple of weeks ago. What would you like to know?

FWIW, if one of your questions is, "Do you need to be an Illinois resident?", the answer is yes.

Assuming you're willing to move to IL what's your medical issue? Some things are hidden in the conditions list, like degenerative disc disease can cause spinal cord disease, but for the most part if your diagnosis isn't on the list you won't get a card until someone makes that diagnosis.
You need a Dr licensed in IL who is willing to certify you have a qualifying condition. You need proof of residency (driver's license) and proof of address (a bill sent to the same address as the driver's license, voter registration).
You need to have a real Dr patient relationship with the Dr. You can go to cannabis clinics to certify your diagnosis but you will have to continue seeing that Dr, and some are scammy requiring way more visits that are needed to be a Dr/patient. And there is really nothing you can do about it, if you don't see the Dr the relationship is not there and they can revoke your license. So make sure you get the details before handing over the money. And they tend to be cash only.
It's best and cheapest if one of your real Drs certifies.
