what r u growing in r u trying 2 tie it up bring the light as low as u can without burning it plants stretch tall if light isnt close or intense enough
 
I have a ten gallon Fish tank that has reflectix tape under the lid. It looks like this

but, how close is the light?
if it's as close as it is, on your drawn out picture
then, you need to move it away.. keep it maybe 2 1/2" away, from the top

what kind of light, are you using?
 
The plant is almost 3 and 3/4, inches away from the light and I really don’t know what kind if light bulb in using. I see a lot of people using this kind.

that CFL bulb is small... is that the 60W EQ? soft white? bright white? daylight?
you need to cover the side walls, with mylar or wraping paper..
you need some kind of reflectivity, not just from the top, the tops get enough, from the light..
also, you need to upgrade lights, that 1 bulb wont grow, the whole way through
& if you try, you will go through slow growth & your plant will eventually die..
