Lighting, Wiring, and Ballasts

For my first indoor grow I have been looking at getting two of these strips Metalux 2-Light Commercial Fluorescent Strip Light. What kind of ballasts/bulbs will be good throughout the grow. It will probably be a max of two plants mostly for personal use. Im also not really familiar with voltages and how the relate to the setup. Any help is appreciated.
