it's enough for seedlings but these will need more light, at the least i would say 1 42watt cfl per plant. for vegging.

Thank you please check my diagram in my DIY and let me know if I make one of these PER Plant will it be OK. If you have a min to help. Also I have heard that CF's dont go with timers? ?????

You can plug cfl's in to a timer.. you can plug anything into a timer........
(of course as long as it wotn overload it)
Yes i think one of those lights you posted in the DIY for each plant would be pretty good.
