Loose leafy buds....

hi, i just harvested some white russian in a new grow room and was dissapointed. in a different grow room under similar setup i pulled just shy of 2 lbs of cured bud. in this new grow room i pulled about 10 oz of cured bud from one 4x4 tray and 7 1/2 oz from another tray.

the problem is the buds look large and fat - right before harvest they looked to be nearly 4 inches in diameter. but there was only a few calyxs in there - maybe 1/2 inch in diameter, and some wasn't even worth trimming!

both grow areas are 4x4 trays, recirculating hydro, GH nutes, 6" HO Can Fan with two 4" passive intakes - 1 from outside, 1 from next room

the differences in the two grow rooms are:
room 1 (big yield) - small room, main level
temps: low 50s to upper 80s
reservoir temp: 63
1000W hortilux HPS

room 2 (low yield) - large room, basement
temps: low 40s to low 70s
reservoir temp: 53
1000W hortilux super blue (supposed to be 600HPS and 400MH)

my questions are:
-do you think the strain is just worn out? this clone has been around 5 to 10 years
-will the lower reservoir temps cause the buds to not fill out?
-will the lower room temps cause the buds to not fill out?
-could i need more air circulation or go to CO2?
-anyone with experience with the Super Blue bulbs?
