Sadly, it'd be a losing battle. The people in power can change things on a whim if it doesn't suit their needs. They just have to deal with the backlash of a few angry pot smokers, which is seemingly nothing as it's still illegal, and people are still arrested for it every day. Solution? Take those people out of power, or make them realize that we, the people, are supposed to hold the real power, not them.
