mold on soil HELPP

first time grow. only one plant in soil under CFL. its real ghetto but its about 20 inches tall in the veg stage and theres small patches about 3/4 of an inch at most of greyish blue fuzzy fungus on the soil but not on any of the leaves or stems. what should i do???????

Buy neem oil, buy no damp, buy a fogger, buy sulphur fungicide. They all work but dont mix them together and use mild over time..( 7 days - 10 days)

i read about using sulfur but i dont have an actual grow room its just a really makeshift setup in my basement so sulfur would just stink up the house. whats this neem oil and how do i use it?

If you are in the USA - Neem oil can be bought at any plant store under the name "Rose defense". It is a diluted mixture that needs to be soprayed under the leaves and everywhere else! Hope that helps.
