Non-identical twins

Two seeds from the same packet, grown with the same soil (Farmer Joe's), under the same lights, (HLG LEDs). The plant on the left has issues, but are they genetic?It's Anaphylaxis, from Mass Medical.

Maybe genetic but not very likely. Possibly virus or viroid. Id look for mites or some critters in soil.
