There is no such thing as "the best time" to run lights.What is better for you is not better for the next guy.It's a personal preference.There for "the best" is null and void.When something is "the best" that would mean across the board to me.Some thing can't be the best unless it works the same every where for every one.Indoor growing doesn't work that way.

They are not referring to a “best time” , they are referring to peak power billing times. During daylight, it is costing you more to run the same setup as opposed to night. Power is cheaper at night due to less usage by general public. This is why factories tend to run 24/7 with either 2 12 hr shifts or 3 8hr shifts. What they lose during day they gain at night.

I would not make a habit of this, as the light can stop the night cycle of the plant’s development, or cause unstable strains to herm.
That being said, any good breeder will intentionally light stress their plants so they can weed out the ones that will herm. Everyone’s left a door open or made some lighting mistake sometimes, and it shouldn’t negatively affect a true female plant.
The bigger issue is spraying for bugs during flower is not good at all. Preventative IPM’s before the buds start to form is a good practice so your plants don’t get bugs, but if you’ve already got bugs than you’re kind of already screwed.
