Plant/Seedling looking weird. Possiblilties?

Found this picture "online" and have been trying to figure out whats wrong with this plant. From what I can tell they have 4 26w 6500k CFL. Growing in potting soil in 16oz cups.
What could be wrong with this? Soil seems moist.

Dude thaTs fuckin crazy i just had the same problem of curling leaves on a seedling with purplish brown edges. i couldnt figure out what the problem was and they stopped growing so i chopped them and started over.

my thought it could have maybe been heat stress, but im not sure.

Idk maybe, but it does not feel too hot. Anyone else that might have any ideas?
 
seems to me as over watering, what kind of soil are you using?
also your going to need alot more light to grow those babies, i would say IMO
atleast 4 more of waht you have though i would go with 8. but with the money you would spend
on the bulbs and if you dont have fixtures for all them , would be the same as buying say
a sunblaze 24 high output t5 system, you could go to your local grow shop and get one for around
100-150$.
and your not giving them any nutes yet right?
 
They appear overwatered, as well as stretching from having too little light, too far away. That wattage of CFL should be kept within an inch to two inches from the plant. You're definately going to need more light!
