It is systemic, (like herpes) it is already living in the cells of your plants by the
time you see the powder. Start over, bleach the room, and keep
the environment better controlled. Lower humidity, more stable
temperatures.

Ventilation is the key to prevention!!

Neem Oil is a pretty good preventative as well...I would do as above and cut your losses.
 
is there any way i can just controll it im about to start flowering and there is just a little on the bottom of the plants

If you're only just STARTING flower, you will not make it through flower.

Humidity raises during flower. Sorry you don't like hearing it, but
you won't be able to control it.

If you get it at all, you will have it for the rest of the grow, and it will surely
be in your buds. Don't smoke it man.

Use seranade garden's Disease Control it's all organic omri listed and it works like a charm.
I had problems with mildew and it went away almost immediatly it's been over 3 weeks hasn't come back.

Whatever you do, don't use the white milky looking stuff called "mildew cure"

Smells like shit and doesn't work.

If it is only on one branch cut the whole branch off??

when you are done with this grow (whether you decide to battle it or chop em down and start again) make sure you spray down and wipe everything with 50/50 bleach/water...hell I'd do it twice. I mean everything the hood, glass, cords, hangers, any duct work you have...EVERYTHING!!
