Simple question on pre- filter. Can you wash the cloth filter on a carbon fiilter? How many times in safe before replacing it if you can wash it?

Yes you can wash it. I made a pretty filter for a quad I used to ride in a lot dust out of the same material.
One would last for six months or so with a washing every time I rode. At least twice a week.
Hand wash it.
