Probelm operating lights and question on mj plants no light survival

I just got an xtrasun 6in cool hood with 1000w hps and the ballast is turning on but the light isnt turning on, its a 125v cord and im pluggin it into the 120v slot, or should i be putting it in the 240v slot since its slightly over 120? Also i got these plants about 12-18inches tall about 5 hours ago and im not sure what their previous light cycle was but since the light is not working i might have to leave them in the dark until i can get out to the hydro store tomorrow, how long will they be okay without light? I can just barely tell some are starting to wilt but that maybe because they need watered. Finally, since im trying to force them to flower tonight or tomorrow and they just got over their vegetative state, should i be giving them less water? Im not sure of the age of the plants yet but they're in 5gal pots right now, (just moved them) and 12-18in tall, i repeat, if that helps at all determine the water amount.
