start hanging out with some people and mention it in conversation and see how they respond to it. If there's any curiousity, bring some stuff and have a small smoke out.

If you can't find potheads, smoke them out and they will become.

Just talk to some people and just ask them "Would you like a smoke"
Then getting deeper into conversation ask if they smoke pot
