right at the surface

if my sprout is just showing the seed casing right at the surface should i give it light or not?

and if so, how much light?

I had light on the entire time with my seeds after I planted them. 4 out of 4 still growing steadily and healthy. I just made sure the soil did not dry out.

cfl's within inches hid several feet 18 hours
