Root bound or over watering

I have 5 outdoor plants.. exotic genetix next level. They are in 7/15/20 gallon fabric pots and just started to notice some powdery mildew and treated them with new oil and dr zymes. Thought the problem was solved ,but now I'm getting weird leaf curling and rusty brown spots on leaves. Not sure what to do,or what is happening to my girls.

pix pix pix, give as many details of your grow, food, how offten you feed etc
but some pix of the damage would be good t move foward with this problem

My concern is the rust colored spots and new leaves curling under forming a circle.

I'm pretty new to outdoor growing but I would wonder if the leaves are curling to shade themselves from to much sun. The odd rust spot I'm not sure I would care to much about.

What are the bushes growing in the corner of your fence ? They look like the might be nice.
