You can pull -28.5" Hg vacuum using a faucet aspirator pump to save money on the pump part.
Really, I never had any luck with those little water flow vacuum valves? Was always able to pull a better vac just using my mouth and plugging with tongue. Maybe you're talking of something different. If so, I want one! I'm loving my new 2 stage 5 CFM.

-28.5" Hg is usually low enough for vacuum filtration, but not for evacuating a chamber prior to BHO extraction or post-extraction purging.

A two-stage vacuum pump will typically pull under 5 microns and -28.5" Hg is about 36,000 microns.
