Seedlings not growing

Those seedlings are 21 days old and haven't been growing since the first week (only one is growing reeeally slow).

Soil: Vitalium potting mix 16oz pots
Water: tap water, adjusted ph to about 6.5
Strains: NL, C99 and White Widow, all from different seedbanks
Lights: 68w 65000K cfl's about 4 to 6 inches from the plants
Temps: 70f at night, 75f to 80f lights on (was up to 87f but only once) 2 fans, RH between 35 and 55

No nutes yet but i'm guessing N deficiency and some nute burn. Roots are filling the pots and started circling a bit, so at first I was thinking root-bound, but they are so small still. I'm wondering if they should be put under 200w hps, fed and transplanted, or just thrown away since they aren't doing anything except yellowing a bit more everyday. I always wait when the pot is really light before I water again so I don't think I'm over-watering.

I don't think they like that potting mix. I would transplant them in to larger containers of peat and perlite. They should start growing better.
 
Transplanted to bigger pots with pro-mix, it seems to be fluffier. I also added perlite to the mix. They're under hps now but my hopes are pretty low for those tiny ladies.
 
u are watering to much they look like they have been way over watered which = slow grow yellow leaves ;)
 
Keep up your temps, and move that light a lot closer, at 6500k is cool white great if you want close short internodel growth, add some 2700k to re balance out
 
They're under 300w hps now. Temps between 80 and 82 but I'm gonna fix that soon. I'm still puzzled, they grew fast the first week, I didn't change anything, and now they just sits on their asses and do nothing. Well they are shocked now from new soil, new light and new temps so I'll wait...

ps: when I water the cup is the same weight as an empty cup, so I'm guessing they get really dry, but yeah looks like over-watering. But I had over-watered plants before and they still grow a lot, just the bottom leaves were yellowing. Maybe my soil was too compact, or maybe not enough fresh air from the fans (fixed now with a new jet engine).
