I think you'd be better off looking for a bulb with a higher Kelvin color temperature for seedlings. Something closer to 5K would be better.

I'm just Trying to move them indoors because here in Wisconsin it's still cold and I had them outside and there's not doing much so I need to move them inside

1) Yes you can.
2) that's actually a 9w LED. I'd want one or two more...and I'd cut off the diffusion cover that is over the LEDs.

That's a 400 watt metal halide bulb. Do you have the ballast because you need one. It's a mogul socket as well. That's best left for vegging not for starting seedlings.

Hell yeah that'll work, that's like the granddaddy OG if indoor veg lights right there.
As stated, just get like one of those LED bulbs for each plant, gently remove the diffusing cover from it and have them like 6 or so inches from each plant. 9 watts x what, two or three vs 400 watts?? I mean that's a no-brainer

This is true of ANY HID style bulb, like these or car headlights, etc. Can drastically reduce bulb life or contribute to imminent failure

Yeah, until I moved to LED headlight bulbs I used high-visibility HIDs and always wore gloves to change them out. As far as I know, the reasoning is that they get very hot and the oils from your skin on the bulb can cause failure in the glass.

Yep, same, always clean gloves to handle, especially those little H1 headlights, some are almost impossible to install without having to touch the bulb.

One of the things I hate about a bunch of recent car models/brands is that they've made easy DIY repairs/mods like headlight changes SUPER difficult (like Mazda) to the point where you need to apart the front end or remove a wheel or whatever. We have a couple Hondas that still allow for you to pop the hood and get in and do it, but it's still a wrist twister with no visibility and you'll skin your knuckles anyway.

20-30 watts per sq ft is perfect.
Dimmable cree's are real nice. Get a few more (a daylight one too) with a decent dimmer switch so you can benefit.
I personally just use the cheapest 60w equivalent wallyworld and now the dollar twenny fi store bulbs, which are great for growing microgreens\seedlings.
15+ watt bulbs with globes removed for flowering over scrogged/SOG canopies.
I would probably leave the diffuser on though, in a small environment like that, and just for seedlings. Especially if your spraying them, etc.
