if you intend to use whatever bulb you purchase to flower with then go with the hps for the same price your lumen output will be 2x what you get from cfl and you will be able to flower a decent plant this way.
 

i can only afford to get one light and if i purchase that one wouldn't i have stretched plants during veg

using a 150HPS a friend of mine is about to pull AT LEAST 3-4 zips off of one plant, proly closer to 4; thats start to finish DWC using GH Maxibloon ONLY...and yeah, had I not seen it for myself, I would have doubts myself ....and BTW they are testing quick dry buds now, even at 50% cloudy, its pretty dank
 
and I'm pretty sure that's the exact T5 unit I have for veg (w/o checking my past orders),,,,
that unit makes for some nice veg'd plants.....

...and it comes with decent bulbs...makes HUGE fan leafs; short nodes, et et....

rambling & digressing BUT bigger leafs "sometimes" means the plant is actaully responding to lower light intensities: don't argue, as this is true but only to a point; if you don't buy it: grow certain house plants on a southern exposure, the leafs will actually get smaller vs.a Eastern exposure...same is true for weed...erh sorta/kinda

....other useless info: a CFL is more or less just a T5 in a spiral format...erh sorta/kinda/sorta ...uh in a loose definetion, sorta////

Well compared to the lights you are suggesting the 150 has is well worth it imo.
has will give you some nice plants from seed to harvest plenty of growers swear by it.
 
as for stretched plants not like you think and not if you keep a nice even canopy and have the light a correct distance. though if you use cfl to flower, or at least the equivalent then you will have stretchy buds.
