There is only one reason: The shadow government uses 100% of the money to fund their various black ops projects, both on and off world

Totally irrational.

The real reason is because there are far too many huge industries that get hurt by marijuana being legalized. Oil, Natural Gas, Lumber, Pharma, etc.
