U.S. attorney general bans asset seizure by local police

Good move by Eric Holder. The police practice of seizing assets of drug suspects was an attempt to "use the drug lords money against them" (started sometime in the 1980s, I think). It amounted to little more than organized robbery by police.

It looks good on the surface, but now I'm wondering if planting of evidence may go up in response?
Also, are their any ramifications in the case of white-collar crime?
I'm just trying to figure out what loopholes may be involved here, if there are any.
