under devoped buds

Im three weeks into flowering six plants under three 600 watt hps for 12/12. They are in 5 gallon pots. Ive used flora duo and pro tek silicon during veg and tiger bloom twice during flowering. The plants look healthy except my buds seem very underdeveloped; some are tiny with hardly any pistils and some of the pistils are turning brown at tips - not burnt but more rotting. The new growth is also very bright yellowish green. Any suggestions - more nutrients?

Hang in there, bro. You're only 3 weeks in. Coincidentally I'll be 3 weeks flowering this Sunday, So we can both have anxiety attacks about the grow together! muAhHAH
