wattage issue

Hi, so i was wondering, if i have a CFL set up, what is the minimum amount of wattage i would need on each plant? i currently have 3 23 watt cfls on top of my newly rooted NL x Haze, Girl scout cookie and arctic sun clones. i'm trying to figure out what the bare minimum i would need for both vegging and flowering, i was thinking for veg, adding 3 x 42 w 6500k and for flowering 3 x 42 w 2700k, would that be sufficient?

100W (real) per plant, and an additional 50 real watts per additional plant.

Use a mix for a fuller spectrum. Veg use a 3:1 ratio of 6500K to 2700K, flower is the other way around. But for flower I recommend a HPS.
