What are these and how do i get rid of them?

im not sure if this is one problem or two, im a first time grower my plants look healthy so far but today i found some really small insects flying around and some white spots on the leaves , i really hope someone can help me out, a little background story; im growing cannabis because i got cancer and im planning to make an oil so i really hope i can save this plants...

Looks like white flies to me.
I use a spray bottle that can spray a fine mist and I use neem oil and organicide(sesame oil) and lightly treat the undersides of the leaves once a week to keep white fly, mites, miners from attacking.

thanks a lot for your answer! Could i use some garlic spray or neem oil would work better? there where also some black little small bugs flying around
