what do you guys think

my dad has this plant outside his house. he doesnt think it will get any better but i do here are some pics below. do you think it will bulk up in the upcomming weeks? its snow white. or maybe there just wasnt enough sun so thats all she is gunna do? what do you guys think. thank you!

I guess it depends on your climate..if you are north and it cooler I'd say you only get a little more out of it..Warmer sunnier climate in the south would do better...either way, she's not done.
 
It's not done yet let it go as long as you can like petert said it is all about where you live and then what you can do.
 
Yeah, looks sickly. Was it taken care of (fed, watered and light) ? How many plants are like that, just the one?

of course it was taken care of. it was fed and watered when needed.. as far as how much light.. kinda hard to say. i live in ny and pretty much all of its flower stage it has been really shitty weather. shit load of raining and temps as low as 45 at night.. we are going to get a 6 day stretch of high 70 weather this week.. i will see what she does then decide... i wish she was in a pot so i can just throw her under my 400 watt.
 
IM IN NY TO AND MY PLANT ARE WAY FARTHER SO IT WOULDNT BE LIGHT CYCLES, looks like it was stressed or sumthing, stunted its growth, only lokks to be 2 weeks in flower tops
