White Fungus-Type Things | Beneficial or Detrimental?

I posted this thread in the organics section with not much luck so thought I'd shoot in this section. Not really sure what it is. I've heard of the "Web of life" that occurs in organic growing but I've heard it usually occurs later in the soils life, my plants are only 2 weeks old and the organic top Soil is only 1 week old. I added some worm castings to the top and have done 2 feeds of kelp/alfalfa/water solution I made. I noticed it showed up maybe 1 week ago but it only appears on the top of my rapid rooter plug I placed the seed in after germination and the seedling is not showing any real issues from it. One thing I have noticed is that their growth at 2 weeks is not up to par with where they should be.. Any ideas? (SN: I've seen what the beneficial bacteria looks like and this doesnt't match the description.)

No worries about the fungus on the rooter plugs, they are pre=treated with mycorrhizae. You didn't give many particulars on your grow room. But I would venture to say the slow growth is attributed to over watering and under lighting.
 
your pH is probably too acidic fungus shouldnt be growing so vigorously without high rH and a lowered pH in your medium might want to check on that. conditions look pretty damp to me.
the pH thing is gunna make your plants grow sub-optimally and having too much fungus isnt good for cannabis as it prefers a bacterially dominated medium

Right now my humidity fluccuates about 55% to 65% with the temp's dialed in at 71 - 75 degrees. I use Arrowhead spring water and I've read online it has a pH of about 7 which I know is a bit high.

okay cool, your humidity is fine and yea if its straight from the bottle chances are its 7 (thats neutral) canni likes it around 6.3(soil) in my experiences and your temps are good
allow your medium to fully dry before your next watering take it to the point just before your plant starts to feel it and wilt you dont want to see wilt so whater just as you feel the pot dry and plant lookin light.
 
He's only getting it on the rapid rooter plug.

You've transplanted it to the soil.......forget about the pH of the soil! Ingoing 7.0 water will be fine.
If you feel kinda OCD about the ingoing pH. Adjust to 6.5 after adding nutrient to the water and forget about it.

@Dr.Who Since I've posted this, I've fashioned the plants to be within about 4 inches of the bulbs and i'm going to switch them to regiment of a feeding every 3rd morning. I was completely overfeeding the plants by watering almost every day and light folliar feeding. Whoops. I am running 160 watts on just 2 plants so i don't think the issue was that i don't have "enough light" but my plants were a good 12 - 16 inches away from the light source and the light was probably dispersing before they could receive most of it.. I'm using CFL's for the first time and I guess i kind of under played when people said the plants got to be CLOSE to the bulbs haha won't make that mistake again.
