I had heard it was because (something like) "When the plant is outside, the cells get 'ripped' much like in a way the human body builds muscle; the wind outside strengthens the stem, so a fan should be blowing on the plant"

Air movement is necessary too, you weren't wrong at all
not only to stimulate stronger stem growth, but to keep Co2 moving along the bottom of the leaves to allow the plants to breathe fully.
Yes you can force the plant to grow thick stems by heavy air movement but if it doesn't have the necessary micronutrients it will slow down growth, in order to produce the nutrient itself.
