In hydro its not bigger cups for bigger plants. The size of your res determines that. Your pot size just needs to be big enough to support the trunk as it grows. I personally use 5.5" net cups in my Res. But as long as your pot can hold your plant up at all stages, its big enough.

For a DWC grow you should really germinate, then put them in their final home. If you veg in 2" net pots, the roots will grow out of them in a few days. Then what? Your only option is to put that whole pot into a bigger pot. If a DWC, are you using rockwool and hydroton? If so, germinate...
