Here is my advise as a California attorney. The local law may reads as you say, 24 plants, but the state wide law allowing cannabis cultivation for medical uses says you may only grow as much as REASONABLY NEEDED for your own medical needs. Additionally some people have found success being "caretakers" and having permission to grow for others, but this is even very dicey. In my expierience if a DEA taskforce or even local sheriffs with a hardon wanted to they could arrest you even if you had other peoples permission as their caregiver and you would have to go to state court to prove you were growing for your own self or you were a caregiver. Even then they would attempt to send you to federal court where the penalty's are scary, and they will force you to plead out to cultivation, which is a felony.
oh i couldnt agree with you more. The DEA has a 100% arbitrary outlook on cultivation. 99 plants = prison, but we all know that u can grow as much cannabis on 5 plants as u can 100 it makes no difference. This is why many state and city ordinances are going to a "canopy size" limit which makes a lot more sense. As of now the DEA is just keeping a strangle hold on cannabis as the states attempt to pry its fingers off, slow process.

Its reasonable need, that is what the law reads, if u reasonably need 150 plants so be it. But that is never the case, and no doctor can change the law. And Federal Law trumps all, and has a mandatory minimum sentence in federal prison for cultivation of more than 99 root systems. There is never any reason to grow more than 99 plants in one location. I am not legally allowed to instruct people on how to break the law, but if i were hypothetically growing a huge amount of weed id make sure to never have more than 99 root systems.
I live in San Diego, and this has already been happening for years. Residential communities and cities ban the dispensaries and ban cultivation and there are huge legal disputes. Most dispensaries in San Diego are in college areas and commercial/industrial zones where no one lives nearby to complain.
