From what I heard, the audience was harassing Pence and the cast tried to calm them down by encouraging our new veep to remember the disenfranchised.
In other words, orange hitler has put a negative spin on it just to piss off his followers.
Pissing them off is how he got elected, and I'm sure he believes that keeping them pissed will ensure his reelection.
