Can lights be too close for optimal coverage/penetration?

I just moved my 400W HPS a few inches above the canopy and I feel like I get better coverage.

I have a cool tube and have been running the light literally inches off of the top of the canopy with the plants directly under the light. However, I feel like the buds at the edges of the reflector and the outside of the plants weren't getting as much light. I know lumens decreases as distance increases, but I personally feel like there is a broader coverage by the bulb when it is like 8 inches away instead of 3 or 4. Heat was not an issue as I had plants growing into the glass lens without burning (they were getting bleached).

Any thoughts?
