Grow light and stretching questions

I’ve grown a few times with successful results, I’ve had a tent with a 1000w HPS light a nice setup but all had to be sold. I’m growing again and money’s tight. I have 7 plants going right now one is a clone and it’s under two t8s and 2 cfls and it’s doing good it’s starting to show pre Flowers. Another seed was a feminized seed from a Seed Bank and is growing real slow but surly that one is also under the two t8s and cfls. The other 5 plants are bagseed under a single CFL each for now but just got a 6 bulb T8 light for free. I’m definitely gonna invest in a new light setup soon in the future but now for the questions. how will the t8s due and why are my plants stretching way too fast under 1 single CFL each? They’re like 3-4 weeks old and already are about a foot or over while the feminized seed is about 3 inches. Any ideas guys?

could be genetics, not just light levels. More blue or higher kelvin 5000k and above will give good vegetative growth support.
