my grandfathers farm in the calif central valley (where tornadoes are non-existent) didnt cost him $4000, it cost him some digging with pick and shovel, some lumber for the walls stairs door and ceiling, and then reburying the excavation.

after a few years he realized he didnt need a storm cellar in the desert, but it made for a great workshop, and t was always cool even in the middle of the summer.

holes in the ground dont cost shit.

if you own your home, and have a yard, i would suggest some digging.

tornadoes come on the tail end of torrential storms, you'd drown in your hole, but at least you'd be safe from tornado debris.

One of my co-workers lost his house and all his belongings. He's still in good spirits because himself, his wife, and his daughter simply survived. I can't even imagine what that must be like.....to lose all physical possessions.

I know of a school dorm that was empty since the school year ended here two weeks ago. Now there are over 100 people whose residence was destroyed that are now living in that school dorm.
