In most areas hemp seeds are just as illegal as cannabis seeds. Many governments don't break them into seperate groups, to them anything in the cannibis gene line is marijuana. Even areas of the world where industrial hemp has been legalized there are strict regulations. Hemp farmers must undergo random inspections of there crops to make sure they don't exceed the tiny fraction of thc allowed. Anyways this could possibly explain why you were told that they are still illegal. Without proper permits even hemp seeds are illegal in areas where industrial hemp is allowed.

If you are going to take the effort time and possible risk if illegal then you should KNOW WHAT YOUR GROWING. A seed bank will have photos and info about yeld and flowering time. With that information you can make the choice of the best strain of plant to use. Buying hemp seeds from the back of some pet/animal/plant store you dont have any idea at all what your going to get and how good. Those may not even get you a buzz at all, you would be better off to plant seeds out a crapy bag of comerical swag atleast you know it will get you a bit of a buzz then. Still your better choice is a seed bank or a fellow grower that can get you clones..
