Welcome to RIU, and the wonderful world of cultivating the world's most misunderstood and feared medicines!!!
The only 'advice' I can give you or anyone is to read and learn and then apply what you have read and learned to your garden and you cannot fail. Anyways, remember the search tool is your friend...Lots of folks here willing to help a new farmer get up and growing. But at the end of the day your grow will be only as good as the knowledge and work you put into it.
It is always great to ask questions but do not take anyone's advice or opinions and follow blindly. Do your own research, you will be much happier knowing you have done it for yourself and by yourself. The first buzz you get from your own budz...is by far the BEST high you will ever have!
Do a search using your current question as the keyword(s) and ZOOOM!! Like Wonka's Great Glass Elevator…off you go to tons of threads answering all your questions. Read all the Newbie Central stickies and learn…
After that you are a seasoned vet. Because to soak up all that information and sift through it, is going to take time. You will likely finish your first grow by then. Viola! grow complete and education well under way.

Looks like damping off... 
Is that the styrofoam "maguyver" method? Or genuine perlite? Wont lie, ive tried both and found the maguyver method just as effective.
Back on topic, looks like damping off which is tragic when it occurs, my condolences

out of 20 14 are left. Some look fine an not showing signs of dying yet lolLooks like damping off...

You need to brace up new seedlings as soon as they get much over an inch or so. I use large toothpicks and pipecleaners. After setting the stake straight wrap the p'cleaner so that it encircles the main stem 3/4 of the way to the dirt.
Another tip -- when first putting the new seedling into a cup leave yourself a good 3/4 inches from the top when putting the dirt in the cup. Then when you get a "wobbler" you can carefully add a handful or so of soil around the base of the plant. That'll help keep her straight until you can do a proper job with a brace.
Then there's the last resort. That's when you cut out just the bottom of the seedling's cup and place cup and all in a larger pot. You don't have to worry about the roots not being able to exit the cup from the sides. They will root fine through the bottom if a tad longer in time.

yeah. they damped off, the most probably cause for that is the substrate you use, buy a fresh batch or something.
